Summary: In Oct., Inner Mongolia Shijie announced its acquisition of four pesticide registrations of 95% tebuconazole TC, 95% flutriafol TC, 95% propiconazol TC and 430g/L tebuconazole SC, previously owned by Jiangsu Huanghai, and construction plan for large-scale production capacity of the four products.
In Oct., Inner Mongolia Shijie Chemical Co., Ltd. announced that the company has acquired four pesticide registration certificates for 95% tebuconazole TC, 95% flutriafol TC, 95% propiconazol TC and 430g/L tebuconazole SC previously owned by Jiangsu Huanghai Pesticide & Chemical Industry Co., Ltd. (Jiangsu Huanghai), after ownership change procedures in accordance with the regulations on management of pesticides—this means that Inner Mongolia Shijie is qualified for large-scale production of these four pesticide products and pushing forward with its key development plan.
Located in the Alxa Economic Development Zone Bayin Aobao Industrial Park, Inner Mongolia Shijie, a pesticide enterprise engaging in the R&D, production and sales of high-efficiency and low-toxicity pesticide products, has scale production capacity of sulfentrazone TC, flumioxazin TC, etc. The three representatives of triazole fungicides, tebuconazole, flutriafol and propiconazol, are known for sound application prospect in agricultural sterilization and non-crop field, especially in the industrial anti-microbial and anti-mould areas, and are the key focus in the development of Inner Mongolia Shijie.
Centring on the large-scale industrialization of triazole fungicides, Inner Mongolia Shijie has applied for the construction of 5,000 t/a tebuconazole TC, 2,000 t/a flutriafol TC, 2,000 t/a propiconazol TC, 10,000 t/a tebuconazole SC and 5,000 t/a 2-[2-(4-Chlorophenyl)ethyl]-2-(1,1-dimethyl)-oxirane has gained approval on the Environmental Impact Report from the local governments, enabled to proceed.
Jiangsu Huanghai, one of the once-leading producers of triazole fungicides in China's pesticide industry, boasts the large-scale production capacity of triazole fungicides in the Jiangsu Yancheng Binhai Coastal Chemical Industry Park (the Park), including 500t/a flutriafol TC, 1,000t/a tebuconazole TC, 200t/a difenoconazole TC etc. However, given the workplace accident that occurred on 21 March 2019 in Xiangshui City, Jiangsu Huanghai's development was heavily affected. Therefore, efforts have been made to suspend production in the Park in accordance with the requirements of refining the safety and environmental protection of the chemical industry in Yancheng City. Furthermore, the joint acceptance check conducted by the Chemical Industry Safety and Environmental Protection Improvement Leading Group Office of Binhai County, Yancheng City, Jiangsu Province has been approved in Nov. 2021. At the same time, Jiangsu Huanghai's pesticide production licenses have been cancelled by the Department of Agriculture and Rural Affairs of Jiangsu Province. Other than being integrated by Inner Mongolia Shijie, the rest of the pesticide registration certificates have been effectively handled.
Boosted by the supply-side structural reform and the robust environmental-protection- and safety-related policy in recent years, further headway has been made in phasing out outdated production lines for tebuconazole TC, flutriafol TC and propiconazol TC and unlocking newly-established high-standard production capacity. In terms of the new production capacity of propiconazol TC, the new 2,000 t/a propiconazol TC production lines and supporting equipment of Jiangsu Youjia Crop Protection Co., Ltd. (Jiangsu Youjia) have started the trial run in Jan., as well as that of Qingdao Hengning Biotechnology Co., Ltd (Qingdao Hengning). Moreover, both Jiangsu Youjia and Qingdao Hengning have perfected the relevant qualification documents associated with the production and circulation of propiconazol TC in accordance with the current Regulations on the Management of Pesticides.
