China to extend resource tax from November

According to Reuters report, China will implement a regional resource tax on domestic sales of crude oil and natural gas nationwide including coking coal and rare earths starting November 1st 2011.

Figures of tax levied on the sales of crude oil and natural gas would be of 5% to 10%, RMB 0.40/ ton to 60/ton on rare earth ores; and RMB 8~ 20/ton on coking coal. No tax change will be made on other types of coal.

There is no further information from the government regarding why rare earths suffer such a wide range of taxation but analysts said that scarce rare earths would likely face heavier taxes.

The move undoubtedly would enrich the coffers of local government but made a negative impact on the earnings of resource companies by billions of dollars.
