Since early 2013, the central finance of China has subsidized USD3.25 billion (RMB19.9 billion) to encourage domestic farmers to use high quality seeds, mainly covering rice, corn, soybean, wheat, cotton, highland barley, rape and natural rubber, according to the Ministry of Finance of the People's Republic of China (MOF).

The central finance has begun to offer financial subsidies to encourage farmers to use high quality seeds since 2002, which has become an important preferential agricultural policy. With the implementation of this policy, the quality of crops in China has been improved significantly, thus, not only the stable production of the national grain, cotton and oil can be ensured, but also the continuous increases in rural income can be safeguarded.

Located in the subtropical monsoon climate zone, Guangxi Zhuang Autonomous Region (Guangxi) is a major domestic corn planting region, where corn is planted nearly all year round. Especially, the planting of sweet corn in Guangxi has seen rapid development and the potential of winter corn is great enough, which may be able to help enhance the corn production in Guangxi. However, foreign varieties have a dominant position in the corn market of Guangxi, which is considered to be unfavorable for domestic corn. And corn planting should be strengthened in Guangxi, mainly due to the conflict over land between corn and sugarcane.
