Crude Steel Annual Output below 1 mln Tonne to Be Eliminated:
The Ministry of Industry and Information Technology of China (MIIT) announced to obsolete steel mills with annual output under one million tonnes. According to the standards, plain carbon steel mills should own crude steel annual output above one million tonnes, and that from special steel mills should have annual output of 300,000 tonnes. Besides, steel mills blast furnace should reach 400 m3, or else it would be eliminated as well. In addition, the smoke dust and sulfur dioxide discharge would be 1.19 kg and 1.63kg at most separately when producing one-tonne crude steel.
Relocation of Steel Mills in China to Start in Q3:
According to the 12th Five Year Plan in steel industry, the relocation of domestic steel mills in Guangzhou, Qingdao, Kunming, Hefei, Tangshan, Hangzhou, Wuhu, etc will start in Q3 2012.

NDRC: to Control Vanadium Steel Output in 12th Five Year Period:
According to National Development and Reform Commission (NDRC), Vanadium Steel output should be strictly controled in the 12th Five Year Period, and newly increased steel capacity is prohibited definitely. Meanwhile, vanadic titanomagnetite resources in Panzhihua and Liangshan, Sichuan province will be emphasised on the development, and ilmenite resources in central Yunan province will be developed moderately. By the end of 2015, the backward capacity of vanadium extraction and ferrotitanium smelting production lines, etc will be washed out.
Ministry of Enviromental Protection to Raise Standards on Pollutant Discharge:
According to the new standards, discharge of PM10 and PM2.5 will be cut by a large margin and during the 12th Five Year Plan period, the sulfur dioxide discharge from steel mills is expected to cut by 30-40 percent compared with that in 2010. As for coking industry, the discharge of sulfur dioxide, chemical oxygen demand, nitric oxide and ammonia nitrogen will be cut severally by 62.2 percent, 73.3 percent, 42.8 percent and 51.6 percent from that of 2010.
Shandong Province Completed 2012 Backward Capacity Elimination:
In the first half 2012, backward capacity of 145 steel enterprises in Shandong province have been shut down and by late June, 400,000-tonne steel-making and 1.5 million-tonne iron-making backward capacities have been washed out.
Jiangxi Province Finished 2012 Backward Capacity Elimination:
Till now, Jiangxi province has shut down the backward production line of 89 producers in China, 30 of which have pulled down the equipment. Actually, the target of backward capacity for Jiangxi province is: iron-making-1.5 million tonnes; steel-making-500,000 tonnes; coke- 500,000 tonnes; ferroalloy- 500,000 tonnes.
