It is reported that for the 12th five year plan period, China targets 21 GW of installed capacity of photovoltaic power generation which surprised a number of PV makers whose businesses are currently struggling.

China initially set a goal of 5GW and later raised it to 10 GW. Policy makers then lifted the goal to 15 GW at a conference on May 8. The figure was fixed at 21GW several days ago, four times the earliest target.

An official at the Bureau of Energy said on June 28 that the 21 GW number, a core measure for the sector during the Five Year Plan will not be changed again with the plan soon to be published
