CNPC issues an emergency circular urging to ensure stable oil and gas supply in the snow chaos

On January 28, CNPC issued an emergency circular, urging its subsidiary enterprises to make "all-out efforts" to ensure the production, transportation and delivery of refined products and natural gas, stabilize market supply and help local authorities and people fighting "war" against the snow havoc.

Most southern provinces and the east part of Northwest China were hard hit by icy rain and unprecedented snowfalls in the past half month. The appalling weather, which is unwonted in the past five decades, has brought extensive chaos to normal production and livesin those areas. CNPC, as a highly responsible energy corporate, urged its subsidiaries at different level to strive for achieving unhindered oil and gas supply.

The circular askes relevant subsidiaries to:

1. Reinforce market dynamic monitoring,optimize supply emergency response system andcreate 24-hour dutysystem.

2. Increase crude runsto fully meet market demands.

3. Enhance pipeline delivering amount of refined products, give priority to snow-hit areas, optimize transportation and ensure the dispatch of low solidifying diesel oil to the market in time.

4. Guarantee sufficient feedstock for refineries and petrochemicals; reinforce inspection to crude pipelines to keep safe delivery during winter time; strengthen examination and maintenance to transportation facilities and troubleshoot any problem timely.

5. Produce and deliver more natural gas with safe operation as the precondition. Reinforce communication with end users, optimize gas use pattern andmeet gas demandsfrom urban residents, public utilities and key departments.
