Although Hainan Province started to implement the new regulation on management of pesticides on 1 Nov. 2010, namely Several Regulations on Pesticide Management of Hainan Special Economic Zone, the implement effect seems to be not satisfactory. Till now related supporting measures are still under discussion, and the new regulation has caused limited influence to local pesticide management.
After the implement of the new regulation, Hainan government then promised to launch a plan of training course for pesticide management personnel and planned to fulfill it at the end of Nov. 2010. However, according to local pesticide management personnel, the plan has been called off by most of local governments in Hainan Province because the government is busy adjusting the new regulation and plans to carry out more detailed rules.
It is all agreed by Hainan officials that agriculture in Hainan Province can no longer bear another accident like "toxic cowpeas"; in early 2010, isocarbophos, a highly toxic pesticide banned from use on fruits, tea, tobacco, vegetables and herbal plants, was detected on Hainan-grown cowpeas sold in several provinces across the country, including Hubei, Guangdong, Anhui, Jiangsu, etc. Despite the questioning voices from outside and great challenges it may face, the new policy is still under discussion and revised by Hainan government and it is predicted to be released in the near future.
