During the 83rd General Session of the World Assembly of the World Organization of Animal HealthOIEDelegates, State Chief Veterinary Officer Zhang Zhongqiu and OIE Director General Bernard Vallat signed a new MOU on translation, publishing and distribution of OIE publications in Paris, France on May 27, 2015.

OIE publications mainly include international animal health standards, scientific literature, case study reports, and so on. As an intergovernmental organization on veterinary and animal health, OIE plays a crucial role in global animal health and food safety. Since OIE is designated by WTO as the only international organization responsible for setting international standards on animal health, all the countries should follow OIE standards in animal and animal product trade. The OIE publications on animal health standards mainly consist of Terrestrial Animal Health Code, Manual of Diagnostic Tests and Vaccines for Terrestrial Animals, Aquatic Animal Health Code, Manual of Diagnostic Tests for Aquatic Animals, Tools of Performance Assessment for Veterinary Services, and so on. The Chinese translation of OIE publications as well as their publishing and distribution are of great significance for China's veterinary workers to learn, extend and apply international animal health standards, and eventually promote China's veterinary service.

In order to ensure the authority of the Chinese version of OIE publications, OIE has authorized the Ministry of Agriculture of China (MOA) as the sole translator and publisher of the above standards. OIE designated MOA to be in charge of the printing, publishing and sale of the Chinese version of OIE publications in Chinese Mainland, Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan. In recent years, MOA has successively translated and published Terrestrial Animal Health Code 2012 and Tools of Performance Assessment for Veterinary Services, and translated 3 other  publications including Manual of Diagnostic Tests and Vaccines for Terrestrial Animals 2012. The MOU reaffirms that MOA has the priority in translating and publishing scientific literature of OIE. It is believed that the MOU will promote the extension and application of OIE's technologies and management expertise on veterinary service standards and rules.
