In last issue (Insecticides China News 1108), CCM has introduced 22 highly toxic pesticides to be banned in China, including six highly toxic insecticides to be eliminated from 31 Oct. 2013. A further introduction to these six insecticides, mainly focusing on their production status and market situation, will be shown in this issue with CCM's in-depth investigation,
The elimination of phosfolan-methyl, fonofos, megnesium phosphide, coumaphos, sulfotep and terbufos will have little impact on China's insecticide industry as most manufacturers registering these six highly toxic insecticides already stopped the production. In fact, most of these insecticides have been banned to be applied in some fileds like vegetables and fruits by the Ministry of Agriculture (MOA) in recent years. Some relevant manufacturers have girded up their loins and gradually turned to the production of other insecticides like those with low toxicity, according to CCM's September issue of Insecticides China News.
According to CCM's investigation, only the production of megnesium phosphide and coumaphos goes on now, while terbufos eventually can't escape from elimination. Phosfolan-methyl, fonofos and sulfotep's production was stopped a few years ago.
Megnesium phosphide & coumaphos
Shenyang Harvest Agrochemical Co., Ltd. (Shenyang Harvest) is the only company registering 66% megnesium phosphide tablet, according to China Pesticide Information Network. As investigated, the company's megnesium phosphide production line is active now but runs only when there's an order. 66% megnesium phosphide tablet's market price reached around USD10,650/t in Aug. 2011; no inventory is available. According to an insider, Shenyang Harvest also produces another highly toxic insecticide aluminium phosphide (a substitute for megnesium phosphide), which will also be banned in the future.
The only registered coumaphos manufacturer, Liaoning Fenghuang Disinfectant Factory (Liaoning Fenghuang), keeps running its production line of 95% coumaphos technical. According to Mr. Wang, a sales manager of Liaoning Fenghuang, the company's 95% coumaphos technical is mostly exported by domestic traders. In Aug. 2011, the market price of 95% coumaphos technical is about USD42,000/t and some inventory is available now, said Mr. Wang. Facing the elimination of coumaphos in 2013, the company will gradually give up the coumaphos market.
Terbufos
The development history of terbufos is filled with setbacks and frustrations. Terbufos is finally abandoned, though Hebei Haoyang Chemical Industry Co., Ltd. (Hebei Haoyang) tried hard to convince MOA that there's no insecticides can rival terbufos in terms of the control effect on aphids. Both Hebei Haoyang and Tianjin Pesticide Co., Ltd. got formal registrations of their terbufos products early this year, just a few months before the release of No.1586 Announcement of the Ministry of Agriculture (No. 1586 Announcement) by MOA, which undoubtedly is a thunderbolt.
According to China Pesticide Information Network, Hebei Haoyang gets formal registrations of 86% terbufos technical and 5% terbufos GR, while Tianjin Pesticide 85% terbufos technical and 5% terbufos GR.
According to Mr. Zhang, a sales manager of Hebei Haoyang, the company has already stopped the production of terbufos products in May 2011 in answer to the government policy. Only a few distributors still have a small amount of 5% terbufos GR inventory. No inventory is available in the factory now. The company also produces terbufos' substitute phorate, which is also on the way to be banned.
As investigated, Tianjin Pesticide also shut down its terbufos production lines in July 2011 in response to No. 1586 Announcement.
It seems that this time both Hebei Haoyang and Tianjin Pesticide give up terbufos forever. The effort Hebei Haoyang made to revivify terbufos is in vain, and the cost of applying for the formal registration of terbufos can never be recalled.
Phosfolan-methyl, fonofos and sulfotep
As of Aug. 2011, the registered manufacturers of phosfolan-methyl and fonofos are Shandong Fuan Group Pesticide Co., Ltd. (Fuan Group) and Syngenta Crop Protection UK Ltd. (Syngenta); no manufacturer registers sulfotep, according to China Pesticide Information Network.
According to CCM's investigation, Fuan Group has stopped the production of phosfolan-methyl since 2008 and it will not restart it any more. In fact, the production line has already been used for other purposes.
Syngenta stopped fonofos production a few years ago without any inventory left now. As for sulfotep, no registration concerning this product is found. According to a pesticide expert, sulfotep has quitted the market a few years ago.
On the whole, the elimination of these six insecticides won't exert great effect on domestic insecticide industry. But it may be favourable to the development of bio-insecticide industry, as it indicates, to some extent, the government's determination to clear up highly toxic insecticides. CCM will continue to pay attention to the dynamics of highly toxic insecticides to be eliminated or banned in the future.
