MOA urges effective measures to ensure spring on-farm management, farmland preparation

MOA convened the National Video Conference on Spring On-farm Management and Farmland Preparation on Feb. 19, 2016. The Conference analyzed current situation of grain production, and made overall and prior arrangement for field management and land preparation for spring agricultural operation.

 

Vice Minister Yu Xinrong stressed that the competent agricultural authorities at different levels should be confident and bold in fulfilling respective responsibilities to ensure effective and efficient spring farming by taking pragmatic measures and focusing on priorities. He emphasized the significance of spring farming preparation in ensuring the summer grain output and even the annual grain output in 2016.

 

Mr. Yu pointed out that against the complex backdrop of economy and on an already high basis of grain output and farmers'' income after growth for many consecutive years, agricultural and rural development is facing severe challenges in China.In adapting to the overall economic dynamism, the top priority is to maintain steady grain output and avoid major setbacks. The key to the output growth is facilitating adjustment of crop planting structure and improving the quality of agricultural development. The summer grain production is vital to wheat and rice security in China. Vice Minister Yu called the competent authorities to champion the new concepts of development in spring agricultural operation and related services. 

 

To ensure spring on-farm management and farmland preparation, Vice Minister Yu made instructions focusing on the following areas:

(1)    adhering to the principle of ensuring steady output growth, restructuring agriculture and shifting towards innovative modes in agricultural development;

(2)    advancing adjustment of planting production structure with identified key areas, implementing measures in these areas and reducing corn sowing acreage by 10 million mu (one hectare equals 15 mu) in major corn producing areas in north China;

(3)    intensifying supervision on spring planting and farmland preparation, adopting intensive nursery of rice seedlings and promoting the application and dissemination of key technologies in spring farming operation;

(4)    giving full play to agricultural machinery in spring farming by intensified overhaul and reconditioning, coordination in mechanized plowing and sowing operations in wider areas; 

(5)    ensuring the delivery of quality agricultural inputs to farmers; and

(6)    preparedness in disaster prevention, early-waring, response, mitigation and relief. 

 

The Conference is moderated by Vice Minister Chen Xiaohua. Representatives from Shandong, Anhui,Sichuan and Jilin provinces also took the floor at the Conference.
