In Sept. 2016, the MLR announced its intention to
carry out a plan to collect big data on mineral resources. This, according to
analyst CCM, will be of great significance to the domestic phosphorus ore
industry, especially in terms of its distribution and exploitation of
resources.

On 13 Sept., 2016, a press conference for the Big
Data Forum, part of the China Mining 2016 Congress & Expo was held. During
this, Chen Congxi, director of the Information Centre of the Ministry of Land
and Resources of the People's Republic of China (MLR) noted that the department
intends to carry out a plan to collect big data on mineral resources, which is
expected to enhance the competitiveness of the domestic mining business, by
optimising business structure, easing overcapacity and promoting eco-friendly
production.
On 23-25 Sept., the China Mining 2016 Congress & Expo was jointly held in
Tianjin by the MLR, the Tianjin municipal government and the China Mining
Association. "Big Data + Mining' in particular was a focus, and the China
Mining Big Data Alliance was established by many central mining enterprises and
listed enterprises.
Now concepts such as "Internet Plus" and
"Big Data" are playing a key role in China's mining industry,
according to CCM's research.
Government
In July 2016, the MLR issued the Opinions on Advancing the Big Data of Land
Resources, which aims to collect statistics about land, real estate and
minerals during the 13th Five-year Plan period (2016-2020), and to establish a
systematic land resource database. In particular, by 2018, an open land
resource data sharing platform should essentially be ready for launch.
Enterprise
The Mining Circle (a mining transaction platform, transaction value currently
surpassing RMB5 billion), part of Qinglan Financial Group, has become a leading
global online mineral resource platform. To date it has formulated a Global Mining
Database based on 2,500 listed companies, which currently has 45,000 users in
total.
Specifically in regards to the business of
phosphorus ore: China is a large phosphorus ore exploiting country. According
to statistics from the MLR, 2015 saw the exploitations of 142 million tonnes,
50% of the global figure.
However, low grade phosphorus ore plays a dominant role in domestic reserves,
showing high content of impurities and subsequent difficulties in exploitation.
Specifically, the reserves of Grade 1 phosphorus ore (P2O5≧30%) only make up 9.4% of the
total, and Grade 3 (P2O5 12-25%) up to 59.6%.
The distribution of phosphorus ore is centred, mainly in Hubei, Hunan, Sichuan,
Guizhou and Yunnan provinces: combined reserves total 2.87 billion tonnes
(based on averaged grade), 90.4% of the national total.
CCM believes that the "Big Data' will play an important guiding role in
domestic phosphorus ore business, especially for the distribution and
utilisation of resources. This is mainly in light of the distribution, low
grading and production mode (enterprises are inclining to exploitations of rich
mines first and the recycling rate is low).
As for phosphorus ore manufacturers and traders, it should enable them to
discern industry dynamics rapidly.
