Shandong Jinhai begins rutile titanium dioxide relocation project

  On 26 April 2020, Zhang Baoliang, the Municipal Committee leader and Vice Mayor of Binzhou City, together with other city leaders, made a site visit in Shandong Jinhai Titanium Resources Technology Co., Ltd to observe the 100,000 ton per year rutile titanium oxide relocation and technical renovation project. The relocation project has faced difficulties resuming work due to COVID-19 since the Spring Festival but finally restarted with the help of governments at all levels.

   

  The 100,000 ton per year rutile titanium oxide relocation and technical renovation project was originally conducted in Shandong Lubei Titanium Co., Ltd. According to general requirements of the transformation and upgrading of all chemical enterprises in Shandong, Lubei Enterprise Group, the head office of Shandong Jinhai Titanium Resources Technology Co., Ltd decided to conduct the project and relocate all the titanium dioxide devices in  Shandong Jinhai Titanium Resources Technology Co., Ltd, which is located inside the High and New Technology Industrial Development Zone of Lubei, Shandong.

   

  Large-scale titanium product production line to be built in Binzhou, Shandong 

  Shandong Jinhai Titanium Resources Technology Co., Ltd has more than 500 workers with 200 engineers and technicians. The main products of the company are nano-titanium oxide, chemical fiber of titanium dioxide, titanium coating, titanium plastic, tungsten titanium powder and denitrifying agents.

   

  The relocation project is designed by two companies, namely Shandong Xinfeng Engineering Design Co., Ltd and Shandong Lubei Chemical Building Materials Design Institute, and the relocation project is constructed by CCCC-Tianjing Dredging Co. Ltd. The relocation project leads the chemical industry in terms of the technology and devices used in the project. The project covers about 150,000 square meters. The main part of the project is to build a 100,000 ton per year rutile titanium oxide production line, substituting reduced titanium oxide for production devices of iron powder and polymerized ferrous sulfate, white plaster, and processing devices for waste acid and wastewater. The total investment of the 100,000 ton per year rutile titanium oxide relocation and technical renovation project is RMB 550 million, among which RMB 200 million is collected from bank loans and investment funds. Shandong Jinhai Titanium Resources Technology Co., Ltd plans to invest another RMB 400 million into the relocation project this year. By April 24, 2020, the project was 47.5% complete according to the annual completion plan, and RMB 190 million was spent in the project.

   

  Work resumption expected to stimulate sluggish economy amidst COVID-19

  Since the outbreak of the COVID-19 virus during Chinese Spring Festival, the relocation project has met difficulties resuming work. In order to continue the relocation project during the COVID-19 virus, with the great help of governments at all levels, over 220 workers resumed work. 54 workers from Henan, Hebei, Tianjin, and other provinces were safely picked up by the company and resumed work. Five tonnes of sodium chlorate disinfectant and 400 surgical masks were also provided for workers during the COVID-19 virus period.

  

  After the establishment of the relocation project, the annual production capacity of rutile titanium dioxide will reach 250,000 tonnes, and the annual sales income will reach RMB 4 billion with a profit tax of RMB 750 million. The completion of the relocation project will create over 500 jobs, which will make a great contribution to the economy of Binzhou.
